Alcalá Laboy argues that this high-tech dragnet clandestinely tracks everyday movements—whether driving children to school, attending environmental protests, or visiting sensitive medical clinics. With over 100,000 cameras operated through the Flock network alone and these cameras and other sources are feeding information into centralized cloud databases, law enforcement can retroactively reconstruct the most intimate details of citizens' lives without their consent or knowledge. This pervasive collection occurs entirely without individualized suspicion, judicial warrants, or public oversight. In this interview, Brescia and Alcalá Laboy explore how these practices violate core privacy rights under the Fourth Amendment, creating a profound chilling effect on democratic participation. Building on Alcalá Laboy’s work in Puerto Rico, he provides concrete guidance on how individuals can take action in their local communities to address this pervasive mass surveillance.
