What links a children's kite and Israel warning of deadly attacks?

Israel says kites drifting from Gaza will be treated like drones, warning of a military response if they cross into Israel.

The warning follows a history of incendiary kites from Gaza setting fire to fields in Israel. But the kites that prompted the latest warning carried no such dangers.
