What does a high rate of female literacy mean if working women remain unsafe and financially insecure? Drawing on her interviews in Hunza and Ghizer, Dr. Sara Rizvi Jafree examines the daily realities of women tourist guides and entrepreneurs in Gilgit-Baltistan. They describe seasonal earnings, dangerous travel, inadequate insurance, unpaid care work and community pressure. They also propose their own solutions: locally owned workspaces near home, childcare, stronger social protection, reliable healthcare and a greater say in economic decisions. Jafree asks researchers and policymakers to listen to these proposals instead of treating women’s endurance as a substitute for support. Her central argument is that useful development policy must respond to the people it serves, allowing women to earn a living without giving up their families, identities and values.
