Migration is becoming an increasingly important issue for Korea, as the country faces a shrinking and aging population while its migrant community continues to grow and diversify.
Globally, the picture is also changing, with conflict and climate-related disasters forcing more people from their homes and putting greater pressure on humanitarian support.
So how should Korea adapt its migration policy while building a more inclusive society?
And what lessons can it draw from the international community?


Joining us is Kang Min-hwi, Chief of Mission of the UN’s International Organization for Migration in Korea. Welcome.

1. Let’s start with IOM itself. What role does it play globally, and what sets it apart from other UN agencies and international organizations?


2. And migration itself is changing, with forced displacement being driven by both conflict and climate disasters.
How is that different from the past, and how is IOM adapting its response on the ground?


3.One key part of IOM’s work is coordinating shelter for displaced people.
Why is safe shelter so important in helping people regain their dignity and rebuild their lives?


4. Turning to IOM’s work in Korea, what has been the Mission’s most meaningful achievement since 1999?
And where should Korea expand its support, including for Rohingya refugees in Bangladesh?

5. Here in Korea, the migrant population is growing and becoming more diverse.
What stands out to you most?
And how is migration today different from the past?

6. With low birth rates, aging and population decline, Korea is shifting from simply managing foreign residents toward a broader immigration policy.
How do you see that shift, including the Fourth Basic Plan for Immigration Policy?

7. But policy alone can only go so far. You’ve made improving public perceptions of migrants a priority.
How can Korea change those attitudes, and what role should the media, businesses and civil society play?

8. You’ve spent 30 years working across the ILO, UNDP, UNICEF and WHO.
How has that experience shaped the way you approach migration and social integration here in Korea?

9. Back then, there weren’t many Koreans working at the UN or other international organizations.
What was that like for you?
And over the years, how have the role of Koreans and Korea’s global standing changed?

10. And finally, many young Koreans hope to work for international organizations.
As someone who’s been down that path before them, what practical advice would you give them?
