Shanghai enters final defense posture as Typhoon Champi approaches

Shanghai entered a final pre-landfall defense posture on October 23 as Super Typhoon Champi, the year’s 30th typhoon, approached the East China Sea, prompting a Level IV flood and typhoon emergency response in the city.

Champi was packing winds of up to 68 meters per second and was forecast to bring heavy to torrential rain to Shanghai from Friday through Monday.

Evacuation and traffic control were implemented in Pudong, Baoshan, Jinshan, Fengxian, Qingpu, Chongming, Lingang and the Yangshan port area, including Xiaoyangshan Island, with relocation of at-risk residents required to be completed by 6 p.m. on Friday.

The city has readied 540 flood-relief shelters and 7,992 temporary evacuation stations, while all fishing vessels have returned to port and maritime authorities are enforcing tiered vessel control measures.

Pump stations and the drainage network were shifted into low-water-level operating mode.

River network water levels across the city’s water conservancy zones had been lowered to 2.2–2.5 meters, freeing approximately 320 million cubic meters of storage capacity, while pipeline pre-drainage was carried out to maximize regulation space.

The city’s integrated “plant–station–network” dispatch system was used to pre-position drainage forces at waterlogging-prone points and strengthen cross-district mobile support.

Champi is not expected to make landfall in Shanghai, but its outer circulation combined with cold air will still bring heavy rain and strong winds through the weekend, with the peak impact from Friday evening to Saturday.

Authorities remain on standby and urge residents to secure loose objects and avoid coastal areas as the city’s flood-control system continues operating at low water levels.
