The Hong Kong Special Administrative Region (HKSAR) on Wednesday released its inaugural five-year economic and social development plan (2026–2030), setting 105 key performance indicators across 28 chapters. Chief Executive John Lee emphasized that the blueprint upholds Hong Kong's capitalist system while serving as an overarching framework to align with mainland China's 15th Five-Year Plan. Beyond reinforcing its status as an international financial center, Hong Kong aims to transform into a global hub for technology, higher education, and high-caliber talent.
Key targets under the blueprint include boosting tourism value-added by 40 to 50 percent to 126 billion HKD ($16.06 billion) by 2030 and nearly doubling R&D expenditure to 3 percent of GDP, anchored by three new university towns in the Northern Metropolis focusing on AI and robotics. On the livelihood front, the government pledged to eliminate substandard subdivided units by 2030, deliver 196,000 public flats over five years to reduce average housing wait times to under four years, and strengthen sustainable welfare protections across healthcare, youth development, and elder care.
